Casablanca, September 18, 2025 – The Central African Republic (CAR) officially unveiled a portfolio of flagship projects under its National Development Plan 2024–2028 at the International Investment Round Table in Casablanca. These projects—covering infrastructure, energy, agriculture, digitalisation, healthcare, and human capital—are designed to unlock the country’s economic potential and improve the living conditions of its citizens.
Prof. Richard Filakota, Minister of Economy, Planning and International Cooperation presented the National Development Plan in front of development partners, investors, and high-level representatives from global institutions. The projects reflect the government’s ambition to position CAR as a rising destination for strategic investment and sustainable development. Across the two-day event in Casablanca more than 9 billion US$ were mobilized to finance these strategic projects. Here is a brief overview of them across the different sectors:
Energy: Hydropower, Electrification and Fuel Security
The energy component focused heavily on hydropower and rural electrification:
Boali 3 Hydro Project: Completion and equipment of a 10 MW hydroelectric dam to stabilize electricity supply to Bangui and surrounding areas.
Bac and Lotemo Hydropower Dams: Two new dams with a combined capacity of 60 MW on the Lobaye River, unlocking power for southern regions.
Mini Hydro Power Plants Nationwide: A national rollout of small hydroelectric units to power secondary towns and rural communities.
Mobayi Interconnection Project: Electrification of nine localities by connecting to the DRC’s Mobayi hydropower plant.
Zinga Petroleum Depot: Creation of a fuel reserve facility to improve energy security and logistics for petroleum products.
Water & Sanitation: Expanding Access and Resilience
To improve access to clean water and sanitation, CAR presented three new projects:
Rehabilitation of Existing Networks in urban zones to improve water pressure and reduce losses.
New Water Distribution Infrastructure to bring potable water to unserved areas.
Rural and Semi-Urban Water Supply Systems to cover both household needs and agricultural use.
Road Infrastructure: Over 1,000 km of Roads and Two Strategic Bridges
The plan included ambitious works in transport infrastructure:
Bituminisation and Rehabilitation of key road corridors including:
Sibut–Dekoa–Kaga-Bandoro (153 km)
Kaga–Bandoro–Ndele (333km)
Sibut–Bambouti (1.249km)
Bangui–Bossembélé (145 km) and Bossembélé–Baoro (236 km)
Baoro–Carnot–Berberati–Gamboula (280km)
These roadways are expected to dramatically improve regional connectivity, trade logistics, and access to health and education.
Bangui–Zongo Bridge (645 m): A major river crossing linking CAR with the DRC, facilitating cross-border trade.
Bimbo Bridge (190 m): A local bridge project to ease congestion and improve urban mobility.
Digital Transformation and Public Service Innovation
To accelerate its entry into the digital age, CAR showcased four digital transformation projects:
Phase II of the National Fiber Optic Backbone to extend connectivity beyond the capital.
National Digital Identity System to modernize civic administration and unlock access to services.
State Information System to support digital governance.
Access to Digital Television to democratize media access for informational and cultural content.
Agriculture: Mechanisation, Industrialisation, and Value Chains
Agriculture, a pillar of national development, was represented by four strategic projects:
Mechanisation Support Program: Providing equipment and services for farmers.
Ouham Valley Development Project: Focused on irrigation and agribusiness development.
Agro-Industrial Projects: Targeting value-added processing and job creation.
Cotton Sector Revival Program: A plan to restore a key traditional export sector.
Health: Infrastructure, Equipment, and Capacity Building
Six major health initiatives were introduced:
Rehabilitation of the CNHUB (National University Hospital of Bangui)
Construction of a Pharmaceutical Warehouse to strengthen drug supply chains.
Human Resource Development Plan for the health sector.
Gender and Stabilisation: Inclusive Growth
Gender-Sensitive Infrastructure Project: Integrating women’s needs into infrastructure planning for increased autonomy and chances for women.
Stabilisation Program: Infrastructure and job initiatives supporting post-crisis recovery, especially in vulnerable areas.
Industrialisation and Environment
Nzila and Bobassa Cement Plant Project: A cornerstone for building materials production and job creation.
Waste Management Strategy: Targeting improved urban sanitation and solid waste collection.
Biomass Power Plant Construction: Leveraging agricultural waste for renewable energy generation.
Rainwater Drainage Infrastructure in Bangui: Strengthening climate resilience in flood-prone urban areas around the capital.
