CAR Foreign Minister Baïpo Temon: “The Country Is Ready for Investors”

Bangui, September 24, 2025 – Speaking to Africa24, Sylvie Notefeï Baïpo Temon, Minister of Foreign Affairs of the Central African Republic, emphasized that the country has entered a new phase of stability and is now positioning itself as a land of opportunity for investors.

Reflecting on the Investment Round Table held in Casablanca on 14–15 September 2025, she underlined the event’s strategic importance. According to the Minister, the Round Table not only confirmed the vision of President Prof. Faustin-Archange Touadéra but also demonstrated to the international community that the CAR is ready to turn its rich natural resources and human potential into tangible development.

From Instability to a New Dynamic

Minister Baïpo Temon noted that the Central African Republic has made “enormous efforts to stabilize the entire national territory,” and that it is now time to deliver economic stability to the population. “The CAR is ready and very committed to its prosperity,” she stated, adding that the Round Table helped correct outdated perceptions of the country and highlighted its readiness to host investors.

Successful Mobilization

The Minister confirmed that the Round Table mobilized more than USD 9 billion in commitments, surpassing the original target of 7,000 billion CFA francs. For the Minister, this was a clear signal that international partners — both public and private — are engaged alongside the CAR in its development journey. “This strong mobilization in Morocco showed that our image has changed, and that our partners and investors recognize the new Central African Republic,” she stressed.

Reforming the Business Climate

Baïpo Temon also underlined that the government has made significant reforms to improve the business environment and encourage investors. From institutional reforms to stronger legal frameworks, the goal has been to provide a stable, predictable setting. “Stability is here, and improving the business climate is now within reach. Today, we are in the march of development, and those who come first will be the best served,” she affirmed.

Partnership with Morocco and Beyond

Highlighting the partnership with the Kingdom of Morocco, the Minister recalled the historic role of Moroccan enterprises in the CAR, which remained engaged even through years of crisis. She praised the strong mobilization of Moroccan business leaders during the Round Table and emphasized the CAR’s broader strategy of diversifying its partnerships across Africa and internationally.

Changing Perceptions Through Diplomacy

As the country’s top diplomat, Baïpo Temon emphasized that international perceptions of the CAR are changing. “Beyond its resources, the Central African Republic has talents, resilience, and a fertile land,” she said. Visitors who come to the country, she explained, are often surprised by the contrast between old narratives and the reality on the ground: a welcoming population and abundant opportunities for investment.

The Minister concluded that the country’s diplomacy is now geared toward defending national interests and showing the world that the CAR is standing tall, fully aware of its challenges, yet determined to seize its destiny.
