Bangui, November 28, 2025 – The Central African Republic is taking a decisive step toward modern, transparent, and inclusive governance with the launch of its National Digital Identity System (SNID). Anchored in Strategic Area 1 of the National Development Plan, Security, Governance, and Rule of Law, this flagship initiative will transform how citizens and public institutions interact, laying the technological foundation for digital public services, secure identification, and a modernized state administration.
With a total investment of USD 13 million the project introduces an integrated digital identity ecosystem built around a Unique Identification Number (NUI) and managed by a newly created National Identification Office (ONI). The system will unify and secure the country’s existing civil registry and biometric databases, ensuring reliable identity management for all.
Project Overview
The National Digital Identity System is designed to support the digital transformation of government services and strengthen the integrity of public administration. Its structure combines front-office equipment and staff training, advanced back-office software and hardware, project management, and PPP performance guarantees.
The implementation timeline spans 2027–2032, with feasibility studies already completed. Technical, environmental, and social assessments as well as procurement processes will begin ahead of full deployment.
Objectives
The SNID project aims to build a secure, efficient, and modern identification infrastructure that serves both public administration and the wider economy. Its key goals include:
Accelerating digitalization across the public sector and the wider economy.
Establishing a reliable digital identity and database to support secure issuance of official documents and digital credentials.
Providing policymakers with accurate population data to inform governance, planning, and service delivery.
These objectives position the SNID as a crucial enabler of good governance, economic modernization, and financial inclusion.
Activities Completed
Significant groundwork has already been laid for implementation including the completion of the technical, economic, and financial feasibility study in 2021, commissioned through AfDB and EU co-financing. The next phase focuses on mobilizing partners and preparing for the system rollout, including an international tender for SNID implementation, detailed technical, environmental, and social assessments as well as the practical deployment of the system and integration with existing platforms.
Expected Results
Once operational, the SNID will deliver a fully integrated, secure digital identification framework for all residents of the Central African Republic. It will unify disparate identity systems, assign every individual a secure Unique Identification Number (NUI), and ensure that identity data – civil status, biometrics, and administrative records – are securely managed through the ONI. This unified system will provide the backbone for e-government services, secure transactions, and transparent administration.
