Current News Recap: Reconstruction, Support Programs and Partnerships

Bangui, November 11, 2025 – The past weeks have been marked by major developments across the Central African Republic – from new reconstruction initiatives and international partnerships to visible progress in health and local governance. As the country continues to turn the ambitions of the National Development Plan 2024–2028 into action, these events underscore the government’s focus on stability, inclusion, and practical results for its people.

CAR and African Development Bank Advance Grassroots Support Program

The Central African Republic and the African Development Bank Group officially launched the second phase of the Support Programme for the Reconstruction of Grassroots Communities (PARCB-2) – a USD 113 million initiative designed to strengthen social cohesion, revive local economies, and improve living conditions.

At the launch ceremony, President Prof. Faustin-Archange Touadéra laid the foundation stone for a new teaching building at the University of Bangui’s Faculty of Economics and Management, symbolizing the start of tangible progress under PARCB-2. “This program illustrates our shared commitment to invest in human capital and sustainable development,” Touadéra said.

The program will extend reconstruction efforts to Ouaka, Haute-Kotto, and Basse-Kotto, providing training, employment, and entrepreneurship opportunities to thousands of citizens directly benefiting around 800,000 people, including 5,000 young trainees aged 15 to 25.

As part of the program’s early implementation, the government has officially received four Toyota ambulances and 25 Yamaha motorcycles. “These ambulances and motorcycles are not mere logistical tools,” Minister Filakota emphasized. “They embody the President’s vision of bringing public services closer to the people. These are the steps that turn vision into reality.”

Presidential Diplomacy: Strengthening International Partnerships

In recent days, President Touadéra has intensified diplomatic and economic engagement with key international partners.

He welcomed a delegation of British investors led by Sir John Peace to Bangui to discuss infrastructure and economic cooperation – including the ambitious Trans-Central African Railway, a strategic project that will connect Cameroon, the CAR, South Sudan, Uganda, and Kenya.

The President also co-chaired the 6th RCA–EU Partnership Dialogue alongside EU Ambassador Diego Escalona Paturel. The meeting reaffirmed the historic ties between Bangui and Brussels and highlighted their shared commitment to transformation and economic reform.

“These partnerships reflect the confidence of our international friends in the progress achieved by the Central African Republic,” President Touadéra said. “They are the foundation upon which we will continue to build a stable and prosperous nation.”

Advancing Agricultural Development: Minister Filakota Meets PAPEUR Coordinator

At the Ministry of Economy, Planning and International Cooperation, Minister Prof. Richard Filakota held an audience with Jacqueline Madozein, National Coordinator of the Projet d’Appui à la Production Agricole et à l’Entrepreneuriat Rural (PAPEUR) on a large-scale agricultural project.

Financed by the European Union, the PAPEUR project has already achieved encouraging results in strengthening rural production and entrepreneurship. Minister Filakota praised the initiative as fully aligned with the National Development Plan’s strategic vision, which places agriculture at the heart of national transformation.

“The efforts of the government and its partners are producing tangible results – revitalizing food and export sectors, creating jobs, and supporting food security,” Filakota stated. He reaffirmed the government’s determination to make agriculture a true engine of inclusive growth and poverty reduction, calling for continued investment and long-term commitment to rural development.
