Bangui, October 6, 2025 – The Stabilization Program of the Central African Republic (CAR) is another of the ambitious initiatives overseen by the Ministry for the Promotion of Gender, Protection of Women, Family and Children of the Central African Republic. With a total budget of 39 million USD, the program aims to restore stability, strengthen social cohesion, and create lasting opportunities for women, youth, and vulnerable populations in some of the country’s most fragile regions.
Objectives: Peace, Cohesion, and Opportunity
The program has three central objectives:
Consolidating peace and extending the presence of the state in priority regions through stabilization mechanisms and inclusive governance.
Guaranteeing equitable access to economic opportunities for the most vulnerable, including women, youth, and refugees.
Providing a secure environment that fosters reconciliation, peacebuilding, and improved livelihoods
Key Activities and Timeline
The stabilization program is designed as a three-year intervention (2026–2029). Planned activities cover a wide range of priorities designed to strengthen both infrastructure and community life. They include the construction and rehabilitation of essential facilities such as hospitals, schools, water points, irrigation systems, and renewable energy solutions.
At the same time, the program will work to revitalize local economies by supporting income-generating activities, rehabilitating markets, and involving local businesses directly in the implementation process. In addition, new community infrastructure — from health centers and schools to community houses and administrative service centers — will be built to foster cohesion and help rebuild trust among citizens.
Initial project documents have been finalized with support from UNDP, and financing has already been secured from the African Development Bank (3.3 million USD) and UNDP (1 million USD).
Expected Results and Major Benefits
By its completion, the program is expected to bring tangible improvements across communities in the Central African Republic. It will expand basic social infrastructure in targeted regions and help revitalize local economies and livelihoods, with a special focus on women, youth, and displaced populations. The initiative also aims to strengthen social cohesion and peacebuilding, for example through the creation of dedicated spaces for women and youth.
A gender-sensitive approach runs through all components, ensuring that women make up at least half of the beneficiaries and that infrastructure is adapted to their needs, such as with separate sanitation facilities. In addition, the program will enhance food security by supporting agriculture and providing training, while also fostering financial literacy and technical skills, including in areas such as construction materials and modern agricultural methods.
